Abu Dhabi has amended existing regulations to allow certain hotels and restaurants to welcome pets, marking a significant shift in the emirate’s hospitality and tourism policies. The announcement was made on Thursday, December 25, by the Department of Municipalities and Transport (DMT).

The changes update Chairman’s Decision No. (4) of 2018, issued under Law No. (2) of 2012, which governs public appearance, public health, and public tranquillity in relation to animal control. Previously, pets were prohibited in restaurants and hotels, with the exception of certified service animals.

Under the new provisions, establishments holding tourism licenses can admit companion animals defined as pets that normally accompany their owners outside the home, such as cats and dogs. Venues opting to welcome pets must designate specific areas, preferably in outdoor spaces such as balconies or terraces. Suitable indoor or enclosed zones may also be provided in line with each venue’s policies, ensuring the welfare of animals while maintaining hygiene, safety, and comfort for all guests.

This regulatory update aligns with Abu Dhabi’s growing focus on tourism and lifestyle experiences, allowing pet owners greater flexibility while preserving high standards of health, safety, and guest satisfaction.
