Kuwait Introduces Three-Vehicle Cap for Expatriate Residents

Kuwait has confirmed that expatriate residents may own a maximum of three personal vehicles, as part of ongoing efforts to regulate vehicle ownership and improve traffic management across the country.

The clarification was issued by Lieutenant Colonel Abdullah Bouhassan, Assistant Director of the Traffic Awareness Department at the Ministry of Interior, who said the limit applies to all categories of personal vehicles, including cars, pickup trucks, and motorcycles.

Registration and renewal rules

Under the policy, expatriates will be allowed to renew the registration of vehicles they already own, provided their total number of vehicles does not exceed the three-vehicle threshold. However, authorities will not permit the registration of additional vehicles once the cap has been reached.

The ministry emphasised that the measure is intended to streamline traffic systems and ensure better compliance with existing transport regulations, rather than disrupt lawful vehicle ownership.

The move forms part of Kuwait’s wider efforts to modernise traffic management, enhance road safety, and ensure more efficient use of transport infrastructure, particularly in densely populated urban areas.
