Saudi Arabia Launches New Licensing System for Pilgrim Accommodation Ahead of Hajj 2026

Saudi Arabia’s Ministry of Hajj and Umrah has introduced a new licensing system for pilgrim accommodations in Mecca and Medina, ahead of the 2026 Hajj season. The system, developed in partnership with the Ministry of Tourism and the Ministry of Municipalities and Housing, will operate through the temporary hostel licensing service a new digital framework that aims to enhance hospitality capacity and service quality during Hajj.
To qualify for leasing accommodations to pilgrims, applicants must first register through the Nusuk Masar platform. Licenses are then obtained via the Ministry of Tourism’s electronic portal, following a set of regulatory and operational standards. All licenses must be secured before the contracting window closes on February 1, 2026. It’s important to note that this process is designed specifically for temporary or seasonal accommodations and does not apply to hotels that already operate under year-round licenses issued by the Ministry of Tourism.
The new system is expected to significantly enhance the overall experience for pilgrims by integrating all licensed accommodations into the Nusuk digital platform. This integration will help streamline bookings, improve coordination, and ensure that all facilities meet safety, comfort, and hospitality standards set by the government.
