UAE and World Economic Forum advance Global Strategic Intelligence Programme at Davos

The UAE Government and the World Economic Forum (WEF) have reaffirmed plans to establish the Global Strategic Intelligence Programme, marking a significant step in helping governments respond more quickly and effectively to global change. The announcement was made during the 56th Annual Meeting of the World Economic Forum in Davos.

The program is designed to support governments and institutions as they shift towards forward-looking and flexible decision-making models. Its core focus includes improving preparedness for global disruptions, identifying emerging risks and opportunities at an early stage, and strengthening long-term planning in an increasingly complex and uncertain global environment.

The renewed commitment was formalized through the signing of a Letter of Intent at Davos. The ceremony was attended by Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Mohammad bin Abdullah Al Gergawi, UAE Minister of Cabinet Affairs, Børge Brende, President and CEO of the World Economic Forum, and Larry Fink, interim Co-Chair of the WEF Board of Trustees and Chairman and CEO of BlackRock.

Highlighting the UAE’s long-standing emphasis on foresight and preparedness, Huda Al Hashimi said that strategic intelligence is already embedded in the way the UAE government operates. She noted that the country continues to invest in advanced approaches that enhance readiness, improve decision-making, and support societal well-being.

Al Hashimi added that the Global Strategic Intelligence Programme represents a meaningful UAE contribution to international efforts focused on future planning. She said the initiative aims to create an open and collaborative platform that promotes shared learning and strengthens global cooperation among governments and institutions.

From the World Economic Forum’s side, Stephan Mergenthaler, Chief Technology Officer and Managing Director at WEF, welcomed the progress achieved with the UAE over the past two years. He said the partnership has demonstrated the importance of placing strategic intelligence at the core of government decision-making.

Mergenthaler added that the next phase of collaboration will concentrate on supporting policymakers worldwide as they navigate uncertainty, capture emerging opportunities, and reinforce effective and resilient governance frameworks.
